RSA 21: Barrier Fence Regulations - EURO1, EURO2, RA1, RA2

Important since February 2022: With RSA 21, RA2 reflective foil became mandatory for transverse barriers on roads. EURO1 (RA1) may only be used for longitudinal barriers.

Quick Overview: Which barrier fence for which application?

Application Required reflective class Barrier fence type
Longitudinal barrier
Along the road
RA1 sufficient EURO1 or higher
Transverse barrier
Across the road
RA2 mandatory EURO2 or higher
Private/company premises No requirement EURO1 sufficient
Fall protection (>1.25m depth) Depending on location EURO2/EURO3 recommended

Reflective classes RA1, RA2 and RA3

The reflective classes according to DIN 67520 indicate how well the foil reflects incident light back. The higher the class, the better the visibility at night.

RA1 - Low luminance

  • Residential streets
  • Side streets
  • Parking lots
  • Longitudinal barriers

RA2 - Medium luminance

  • Main roads
  • Federal roads
  • Transverse barriers
  • Intersections

RA3 - High luminance

  • Motorways
  • Expressways
  • High-speed roads

EURO1 vs EURO2 - The important difference

EURO1 Schrankenzaun

RA1 Reflective foil

Approved for:

  • Longitudinal barriers in StVO area
  • All applications on private property
  • Company premises

NOT approved for:

  • Transverse barriers on public roads
  • Intersections

EURO2 Schrankenzaun Recommended

RA2 Reflective foil

Approved for:

  • Transverse barriers on public roads
  • All longitudinal barriers
  • Intersections
  • Private and company premises
RSA 21 compliant - Can be used universally

TL foot plates - Mandatory for StVO area

Important: Without TL-approved foot plates of weight class K1, barrier fences are not approved for use on public roads!

Requirements for K1 foot plates:

  • Вага: approx. 28-29 kg (stability class K1)
  • Розміри: approx. 80 × 40 × 12 cm
  • Матеріал: Recycled plastic, frost/oil/salt resistant
  • Tested according to TL mounting device
  • Receptacles for various post sizes

Additional requirements for transverse barriers

According to RSA 21, transverse barriers on roads require additional equipment:

Guide beacons

At least one guide beacon must be placed next to the barrier (RSA 21 Part A, Chapter 3.4.2). For oblique transverse barriers, at least 4 guide beacons per blocked lane.

Warning lights

Warning lights must be attached to each guide beacon for transverse barriers. For pedestrians and cyclists, yellow omnidirectional lights at 1m intervals (transverse) and 9m intervals (longitudinal).
